First Purpose Built Extra Care Development for RBKC Submitted for Planning

Plans for 274 homes at Lots Road South, a key brownfield regeneration site in Chelsea, have been submitted for planning. Designed by PRP, for Mount Anvil and in partnership with Royal Borough of Kensington and Chelsea Council (RBKC), this development will be the borough’s first purpose-built extra care scheme.

The design provides 45% affordable housing by habitable room, delivered entirely as social rent. This includes 53 social rent general needs homes and 65 social rent extra care homes, the remaining 156 homes being private sale. All the homes are tenure blind.

The extra-care social-rent homes are designed for residents over 55 who want to live independently, with 24/7 on-site care support available when needed. Lots Road South is set to become the largest extra care development in RBKC to date, reflecting PRP’s expertise in designing homes that address the needs of an ageing population.

Beyond residential provision, the scheme will also include circa 2,000 sqm of non-residential floorspace intended for a new community centre, café, commercial areas and affordable workspace. This provision of commercial and community space aims to support local businesses and increase employment opportunities within the area.

In line with PRP’s commitment to delivering sustainable communities, the proposed design features new public spaces as well as pedestrian and cycle routes, the planting of 50 new trees and biodiverse roofs. The design also prioritises future-proofing the scheme with flood defences and improved environments for local plants and animals. The scheme achieves a biodiversity net gain in habitat units of more than 150%, exceeding the 10% mandated for new developments in this category.

Lots Road South is a key site within RBKC wider improvement plans for the local area and forms part of the Council’s New Homes Delivery Programme. The programme aims to build 600 homes across the borough, 300 of which are for social rent and key workers. Under the proposed plans, Lots Road South would deliver a significant portion of these totals, with the Borough purchasing affordable homes, affordable workspace, and the community centre.

Community and resident consultations played a key role throughout the design process. This ensured the scheme responded to the needs of those who will be living on site and using the facilities daily.
