RBKC approves plans for 274 homes at Lots Road South

  • Development will deliver 118 affordable homes which RBKC plans to acquire from Mount Anvil and 156 private homes which Mount Anvil will sell, on one of RBKC’s largest housing delivery sites.
  • Affordable provision includes 65 social rent extra care homes in a new state-of-the-art facility, plus 53 social rent general needs homes for residents from RBKC and London Borough of Hammersmith & Fulham. 
  • RBKC will manage new community centre and affordable workspace being delivered for the benefit of local residents and local businesses.

Kensington and Chelsea Council has approved Mount Anvil’s plans for 274 homes at Lots Road South in Chelsea, which will deliver 44% affordable housing by habitable room.  Mount Anvil will be responsible for the construction, funding and sale of all homes and buildings on this key brownfield regeneration site owned by RBKC.

Designed by PRP Architects – repeat partners of Mount Anvil – the development will include 65 social rent extra care homes and 53 social rent general needs homes, alongside 156 private homes. The social rent extra care homes are designed to help residents over 55 and in receipt of home care to live independently, with 24/7 on-site care support available. The Council plans to purchase the affordable homes, in addition to entering into long term lease arrangements for the new affordable workspace and the new community centre. 

Existing outdated and underutilised commercial buildings on the site will be replaced with 2,015 sqm of flexible commercial space, including a community centre, flexibly designed commercial units and affordable workspace, designed to increase the area’s employment capacity and accommodate a range of occupiers. Space is safeguarded on Lots Road to enable the potential return of the Auction House, which has moved off-site to enable the development to proceed.

Further responding to the needs of the community, the development will deliver new public realm and 2,577 sqm of open space including a green community square, a generous promenade along the creek, new public access routes through the site, widened footpaths on Lots Road, and active ground-floor frontages incorporated across the scheme to enliven the streetscape.

Nearly 50 new trees will be included across the masterplan, in addition to biodiverse roofs, a new creek wall and landscaped intertidal habitats that raise flood defences and improve ecological outcomes. The scheme is projected to deliver a biodiversity net gain (BNG) of more than 145%, far exceeding the regulatory requirement of 10%. 

To develop the plans, Mount Anvil has carried out four rounds of consultation with the local community over the past two and a half years, while working alongside RBKC the neighbouring LBH&F, and the Greater London Authority. 52 local residents submitted letters to RBKC expressing their support for the planning application, and statements of support from the principals of two neighbouring schools, Heatherley School of Fine Art and Chelsea Academy, were read out at the planning committee.

This development will make a real difference to people’s lives and to the local community.

“As a result of this scheme, we understand there is quite understandably some concern over the level of disruption during construction and the longer-term impact to residents. We have been working hard with Mount Anvil to ensure we have captured residents’ feedback and have adapted the designs to take into account these comments throughout the process. We will continue to work closely with residents and local community groups as the scheme progresses to do all we can to minimise disruption. We cannot forget that London is in the middle of a housing crisis and this development will help many residents secure a safe and affordable home.”
