The former agricultural land at NESCOT College received detailed planning permission from Epsom and Ewell Borough Council in 2014. Circle Hill LLP combined to pursue a joint venture in 2015 to deliver the scheme for 91 new homes, including 36 affordable homes. Upon further review by Planning at PRP it was considered that opportunities arose to submit a new planning application to realise the potential within the scheme. The main issues within the application were highways, access from Reigate Road and egress to Ewell by-pass, car parking, the layout of the proposal to increase cycle and pedestrian safety, and connectivity and access to green spaces.
