Drawing on expertise from across the sector the report is aimed at providing a practical response to the "deep flaws in the current system" identified by Dame Judith Hackitt in her report 'Building a Safer Future'.

In particular the report provides advice and guidance to move away from a 'race to the bottom' procurement that is compromising building safety, with guidance on getting better value through the use of two-stage tenders and alliancing contracts, placing far more emphasis on quality and spending more time developing the brief including using value management techniques.
